NATIONAL

Cabinet approves setting up of National Commission for Socially and Educationally backward classes

  • Comment The Union Cabinet approved setting up of National Commission for Socially and Educationally Backward Classes (NSEBC) as a constitutional body.
  • In this regard, constitutional amendment bill for amending Constitution mainly by insertion of Article 338B will be soon introduced in the Parliament.
  • Composition of the new NSEBC will include Chairperson, Vice Chairperson and three other Members.
  • Insertion of provision after Article 341 and 342 by inserting Article 342 A to provide for Parliament’s approval for every inclusion into and exclusion from the Central List of Other Backward Class (OBCs).
  • Insertion of a new Clause (26C) under Article 366 of the Constitution to define Socially and Educationally Backward Classes; Repealing of National Commission for Backward Classes Act, 1993 and Rules framed under it. Dissolution of the Commission constituted under the Act of 1993.

Function of NCBC:

  • Examine requests for inclusion of any class of citizens as a backward class in the lists.
  • Hear complaints of under-inclusion or over-inclusion of any backward class in such lists.
  • Tender such advice to the Central Government as it deems appropriate.
  • Its advice was ordinarily binding upon the Central Government.

Nation paying tribute on 86th martyrdom day: 23 March

  • Nation is paying tributes to freedom fighters -Bhagat Singh, Rajguru and Sukhdev on their 86th martyrdom day (23 March).
  • On this day in 1931, British rulers had executed them in Lahore for their revolutionary activities against the British rule

ECONOMY

Cabinet approves of proposal to establish a Fund of Fund for Start-ups

  • The Union Cabinet has approved proposals to tweak Fund of Funds of Start-ups (FFS) rules to enable greater flow of resources. FFS was established in June 2016 with a corpus of Rs. 1,000 crores.

Cabinet approves amendments to NABARD Act, 1981

  • Union Cabinet has approved proposal for amending National Bank for Agriculture and Rural Development Act, 1981.
  • Decision in this regard was taken in the Union Cabinet meeting chaired by Prime Minister Narendra Modi in New Delhi. Cabinet Approvals Amendments in Act to increase authorized capital of NABARD from Rs. 5,000 crore to Rs. 30,000 crore and further increase it beyond Rs. 30,000 crore in consultation with RBI, as deemed necessary from time to time.
  • It also includes certain other amendments including changes in long title and certain sections to bring Handlooms and Medium Enterprises in NABARD’s mandate. Transfer of 0.4{be19e8fcc7081f751eba9e03bd22e904e5cf3e86733381e655a03b1ab7839769} equity of RBI in NABARD amounting to Rs. 20 crores to the Union Government.

Samsung Pay launched in India

  • Android phone maker Samsung launched its digital payment application, called ‘Samsung Pay’, in the country as Indians look to shift to newer payment methods after Prime Minister Narendra Modi’s demonetisation exercise.
  • The early access service is available only with a few banks – Axis, HDFC, ICICI, SBI, and Standard Chartered.’Samsung Pay’ works with both NFC (near field communication) and MST (Magnetic Secure Transmission).

NABARD launches Water Conservation Campaign in 1 lakh villages

  • The National Bank for Agriculture and Rural Development (NABARD) has decided to launch a major Water Campaign during the current year, covering around one lakh villages in vulnerable/ water stressed areas and more specifically, where the ground water is over-exploited.
  • The campaign would essentially focus on creating awareness among the rural community about the methods of water conservation, preservation and its efficient utilization at various levels using the modern technologies like micro irrigation (more crop per drop), traditional water management practices, adopting improved package of agronomic practices and others.
  • In an innovative move, NABARD proposes to identify Village Volunteers (Jal Doots) for a localized and more effective approach. These volunteers will increase awareness about various methods of rain water harvesting, efficient water use, recharging groundwater and integrated farming systems besides facilitating creation of water conservation structures and adoption of water efficient practices/ technologies through convergence with the ongoing schemes of the Govt./ banks.
  • Adequate number of Master Trainers in each State will be identified and professionally trained who will be deployed to run the campaign at district/ village level during the campaign period of April to July 2017.

World Meteorological Day 2017 observed globally

  • The World Meteorological Day was observed globally on 23rd March 2017.
  • The theme of WMD 2017 is ‘Understanding Cloud’ to highlight the enormous importance of clouds for weather climate and water.
  • The day is organized every year by World Meteorological Organization (WMO).

20 March: World Sparrow Day

  • The World Sparrow Day was observed across the world on 20 March 2017. The day was created with an aim to raise awareness about the house sparrow and then other common birds to urban environments.
  • The World Sparrow Day also speaks of threats to their populations. The day also provides an opportunity to appreciate the beauty of the common biodiversity which is taken so much for granted.
  • World Sparrow Day is an international initiative of the Nature Forever Society of India in collaboration with several national international organisations including the Eco-Sys Action Foundation (France). The first World Sparrow Day was celebrated in 2010 across the world

  • PepsiCo’s sports drink brand Gatorade has roped in Indian shuttler PV Sindhu as its brand ambassador.
  • Sindhu is the first Indian brand ambassador of the PepsiCo brand.

ICC appoints Ankur Khanna as new CFO

  • The International Cricket Council (ICC) on announced the appointment of Ankur Khanna as its Chief Financial Officer (CFO).
  • Khanna will join the ICC at the end of March leaving Air Asia India where he has held the post of CFO for the last one year.

Ravindra Jadeja replaces Ravichandran Ashwin to rank top test bowler in ICC rankings

  • Ravindra Jadeja replaces R Ashwin to become number 1 Test bowler.
  • Ravindra Jadeja tops the ICC Test bowlers ranking. He is at number one position with 899 points.
